Barbara Ginn is a highly experienced adoption and ART attorney licensed to practice law in both Florida and Ohio. With nearly 15 years of dedicated experience in adoption and family-building law, Barbara brings a unique depth of knowledge to every client she serves. Her practice includes the full spectrum of adoption and domestic assisted reproduction matters. Barbara’s adoption practice ranges from independent and agency adoptions to complex interstate (ICPC) placements, contested cases, and adult or stepparent adoptions.

Barbara also leads the firm’s ART practice, providing legal counsel in all aspects of assisted reproductive technology. She represents intended parents, gestational carriers, donors, and surrogacy agencies, handling everything from drafting and reviewing domestic donor and surrogacy contracts to filing legal proceedings necessary to secure parental rights.

Prior to joining Tate Healey Webster, Barbara ran her own law firm in Ohio where she concentrated almost exclusively on adoption law. Since joining the firm in 2019, she has continued to expand her adoption and ART practice throughout Florida, managing the firm’s Naples office and providing exceptional, compassionate guidance to clients navigating the family-building process.

Barbara is a Fellow of the Academy of Adoption and Assisted Reproduction Attorneys where she serves on the Board of Trustees and as Co-Chair of the ICPC Committee. She is an experienced speaker at national conferences and has presented on complex legal topics such as contested adoptions, subsidy eligibility, and ethical advocacy. Barbara is also actively involved in the Florida Adoption Council and the Ohio Adoption Law Roundtable.

Barbara holds a B.S. in Marketing from Northern Kentucky University and earned her J.D. from Salmon P. Chase College of Law, graduating early with a concentration in employment law. Her legal expertise is complemented by lived experience—Barbara and her husband are adoptive parents and have served as licensed foster parents in both Ohio and Florida, offering temporary care and support to numerous children and families.

Barbara is based in the firm’s Naples office and is proud to serve clients across Florida and Ohio.
